SYDNEY: Dumped Australian leader Kevin Rudd rocketed himself back into the country's election race today with a blistering attack accusing conservative candidate Tony Abbott of "economic vandalism".

In his first public appearance since a series of high-level leaks with which he was widely linked shredded the ruling Labor party's lead in the polls, Rudd said he would not stand "idly by" while Abbott slipped into office.

Mandarin-speaking Rudd put Labor back into office with a landslide win in 2007 which ended 11 years of conservative government, but he was dumped by his own party just three weeks before the election was called in a shock coup.

The former leader urged Australians to stop agonising over his dumping and focus on who would rule the country after Aug 21, saying Abbott was "not up to the job of being prime minister" and was trying to fly under the radar.

"There is a real danger at present, because of the rolling political controversy about myself, that Abbott is simply able to slide quietly into the office of prime minister without proper scrutiny, without proper examination or any real debate about how he would govern Australia," a fiery Rudd said.

Describing Abbott's plan to scrap the national broadband network as "economic vandalism", Rudd said the conservative leader had no interest in the economy and would be helpless in the face of renewed global turmoil, after voting against US$50 billion in stimulus last year.

"I can't be silent while knowing that Abbott has opposed those measures that kept Australia out of the global recession, unique among the developed economies of the world," he said.

"Have one moment to just reflect on what is happening on the economies of every country in Europe and every country in North America and ask yourself this question: where would I rather be?"

Global stage

Rudd warned that electing Abbott would also embarrass Australia on the global stage because he was "the only prime minister in the western world who says and believes that climate change is 'absolute crap' -- his own language."

The resurgence of Rudd and his calls for unity could prove a turning point for successor Julia Gillard, who is losing vital support in the former diplomat's home state of Queensland due to voter anger at his brutal axing.

Australia's first female leader, Gillard enjoyed a brief honeymoon with the public after deposing Rudd, whose popularity was dropping sharply due to a damaging tax row with miners and his shelving of an emissions trading scheme.

But she has struggled to make headway, with leaks that she'd opposed popular welfare reform and speculation they came from an embittered Rudd -- last week hospitalised for gallbladder surgery -- distracting from her bid for office.

Declaring he was "not a quitter," Rudd said he would join Gillard's campaign from Sunday, providing he got a clean bill of health from his surgeon, and would focus on Queensland and New South Wales, both bleeding vital support.

"I fought for too many years to build our country up. I haven't got everything right, but you know something? I don't intend to stand idly by and simply watch Abbott tear all that down," Rudd said.

"Let's not have this important debate about our country's future trivialised by rolling discussions about me or anything else. I believe our country is far too important for that."

Campaigning in Queensland's tropical north, Gillard said she welcomed Rudd's active contribution, telling reporters: "We do share a deep sense of belief of what's right for this country."

Rudd's remarks overshadowed the announcement of Abbott's long-awaited health policy, the central plank of which was a A$3.1 billion pledge to fund 2,800 new hospital beds.

Labor today promised to examine the feasibility of a superspeed rail network linking the east coast cities of Canberra, Sydney, Brisbane and Melbourne.
